If the fish you previously had in Qarantine showed no sign of illness I would leave it setup most you could add 3% hydrogen peroxide solution to sterilise after each batch of fish you Qarantine

Empty and clean is a good practice I think to make sure any trace of disease doesn't get carried over to it's next use. Now I'm fairly new and haven't actually used one yet but I have the stuff to make one when I do. I have a 10 gal. aquarium with heater & lid. Decorations are 1 plastic plant & 2 small terracotta pots turned over on their sides for some cover. Bare bottom. I have a sponge filter with airstone running in my main tank that will be switched to the QT when needed. The plan is new fish will be housed and get the quarantine med trio for a week. When fish are moved to the main tank I will empty the QT and clean with a 10% bleach solution and let everything air dry.
