I have had a couple people say running 2x36 inch flucavl 3.0s would be enough. Does that sound right? What another option be more efficient?

Not looking for super high-tech, but I would like to be able to grow a dwarf hairgrass carpet. I will probably run CO2, but don't want to be doing the type of dosing that would require large weekly water changes. So more of a medium-light tank most likely. Any advice would be appreciated.
